Adopted 2023-2031 Housing Element

The City Council adopted revisions to the 2023-2031 Housing Element on May 18, 2023. The revised, adopted Housing Element may be downloaded below. The California Department of Housing and Community Development (HCD) certified the revised Element's compliance with State Housing Element law on May 25, 2023. HCD's certification letter may also be downloaded below.

Brisbane's adopted Housing Element is the second Element in San Mateo County found by HCD to be compliant with State law! The City Council appreciates the assistance of HCD staff, City planning staff, and especially the Brisbane community for helping make the 6th cycle Housing Element process a success. 

The City of Brisbane has won a 2023 Voice of The People (VOP) Award for Excellence in Housing/Planning! Read the press release here. The VOP Awards honor local governments that best engage residents and include public opinion in community decisions. Brisbane was nominated for its online engagement and innovative use of simulation-based technology to educate and connect with residents as part of its 2023-2031 Housing Element Update. The simulations, provided by Balancing Act from Polco, allowed residents to show what areas they valued most for Brisbane's Regional Housing Needs.  

 

What's Next?

Adopting the Housing Element is only the first step of many policy actions the City will make to support the development and preservation of safe and affordable housing in Brisbane over the 2023-2031 planning cycle. Chapter 5 of the Housing Element sets forth the City's action plan for housing, including processing the Baylands Specific Plan submitted by the Baylands developer/owner, engaging with households vulnerable to displacement to provide housing counseling and assistance, and updating the City's inclusionary housing and density bonus ordinance to ensure new housing development provides its fair share of affordable housing. The City looks forward to continuing to engage with the community on these important policy efforts over the next eight years.
