The Finance Department is tasked with providing overall financial administration to the City of Brisbane.  The duties carried out by the Finance Department include: accounting, accounts payable, budgeting and long-term financial planning, business licenses, information technology, revenue collection, payroll, and utility billing for water and sewer services.

Partnership with Nvoicepay (now Corpay)

The City of Brisbane has​ partnered with Nvoicepay (now Corpay Payment Automation), an ePayables solution and Tyler preferred vendor, to expand our electronic payments program effective 1/14/21. Through Corpay’s  ePayments platform, we aim for the continued conversion of our vendors from manual check payments to electronic payments.  This is an initiative to streamline our payment process, lower costs for Brisbane, support our sustainability initiatives, and provide our vendors the opportunity to receive their payments more quickly.  Upon enrollment, vendors will be given the choice to receive payments as an e-check direct deposit (ACH), or as a virtual credit card transaction (Mastercard).  Vendors will also be provided their own payment portal where they can view their payment history, download payment data, print remittance copies, and update administrative information.

Vendors who are interested in receiving electronic payments can enroll online using this link.  The Enrollment Form  can also be downloaded here.  Completed Enrollment Forms may be faxed to Corpay at 888-371-3080 or emailed to vendors@nvoicepay.com.  If no selection is made or without enrollment, vendors will continue to receive check payments.

Business License

Need to File or Renew Your Business License?  We have partnered with HdL to administer the business license program commencing with the 2024 renewal season. Renewals can be made via HdL's businss license portal: brisbane.hdlgov.com.

For questions about filing or renewing your business license, please contact HdL at brisbane@hdlgov.com or call (415) 240-4471. Their operating hours are Monday - Friday, 8 a.m. - 5 p.m. PT.

Paying Water and Sewer Bills

Residents and businesses can use Mastercard or Visa in City Hall to pay their water and sewer bills at the Finance Counter, in addition to paying for permits issued through the Community Development and/or Public Works Departments.  The Finance Counter is on the left as you come in through the main entrance of City Hall, 50 Park Place, Brisbane.  Water and sewer bills can also be dropped off at City Hall drop boxes located next to the City Hall parking lot and also at 249 Visitacion Avenue, Brisbane.

Please be reminded that water bill payments must be made by 11:59PM PST on February 5, 2024 to avoid late fees. 

Services Provided

The City of Brisbane's Finance Department is responsible for the following services:

  • Accounting: Process, record, and report citywide financial transactions.

  • Accounts Payable: Prepare payment of all city bills including vendors, contractors, consultants, and prepares refunds to customers.  Maintain records of all payments and answer inquiries for Finance vendors.  We have partnered with Corpay for the processing of payments.  Click here for the FAQ's on Corpay.  Please contact individual departments for any other payment inquiries.

  • Utility Billing (Water and Sewer Bills):  Administer the billing and provide information regarding water and sewer services.  Autopay forms are available here if you'd like to have your checking account set up to be automatically debited each billing period.  Just print, complete, and submit the Autopay form to financeub@brisbaneca.org and never miss a bill again!  If you have any questions about how to get set up on Autopay, please call Ligia at (415) 508-2154.

  • Budgeting and Long-Term Financial Planning: Develop and publish an operating budget bi-annually. Also support special studies by performing financial, organizational, and policy analyses of issues and programs.  Click here to read City's Investment Policy.  This letter states the City is represented by an independent registered municipal advisor.​

  • Business LicensesHdL will administer business licenses and fees for all new and existing businesses starting with the 2024 renewal season.

  • Information Technology: Support and develop the City's technology infrastructure.

  • Revenue Collection: Responsible for the collection of City Revenue generated from sales tax (9.875% includes a recently passed voter-approved 0.5% local sales tax which took effect April 1, 2023. This tax is also sometimes referred to as a ‘transactions and use tax’), property tax, transient occupancy tax payments (14%), parking citation payments, and miscellaneous accounts receivable invoices.​

  • Payroll: Prepare salary payment for all employees that work for the City of Brisbane.

  • Shuttle Passes: Distribute Commute.org shuttle pass stickers semi-annually to those that live or work in town.
