The applicant, Baylands Development Inc., proposes construction of two new buildings atop a parking podium on the vacant project site. The new buildings would include an 11-story hotel with over 600 rooms, 20,000 square feet of event space, and 11,600 square feet of meeting rooms located on the northern portion of the site and an 11-story, approximately 657,620 square foot office/life science tower with about 3,700 square feet of retail and food space to the south. Located between the two buildings and above the parking garage, would be an approximately 75,000 square foot publicly accessible landscaped area composed of multiple courtyards, passive recreational areas, and communal seating. Below the buildings and the open space, a parking structure would accommodate 1,200 parking spaces comprised of both automatic and non-automatic parking stalls.

Status Updates

The applicant has submitted applications for a Zoning Amendment, Design Permit, Variance, Use Permit for Parking Modification, Planning Commission Grading Review, and Tentative Map. These discretionary applications submitted by the applicant are a project under the California Environmental Quality Act (CEQA) and the City has determined that an Environmental Impact Report (EIR) is required.

Notice of Preparation (NOP) of an EIR was released January 23, 2023, and comments and suggestions as to the appropriate scope of analysis in the EIR are invited from all interested parties. Written comments should be directed to Dara Sanders at dsanders@brisbaneca.org by 5:00 p.m. on February 22, 2023. A scoping session will be held on February 7, 2023, at 6:30 p.m in the Community Meeting Room at the Brisbane City Hall located at 50 Park Place, Brisbane, CA 94005. In response to the COVID-19 pandemic, the public scoping meeting will may also be viewed remotely via Zoom. Details on how to attend the meeting can be accessed at:

During the scoping session, the City will solicit input from the public and agencies on specific topics they believe should be addressed in the environmental analysis. The scoping process is designed to enable the City to determine the scope and content of the EIR and identify potentially significant environmental effects, alternatives, and mitigation measures to be analyzed in the EIR.
