Community Development

The Community Development Department is responsible for the development and implementation of community goals regarding the natural and built environment.  This includes both planning and building. 

The Department provides administration to the Planning Commission and support to the City Council.  The department is tasked with maintaining the City's General Plan, the blueprint for the future of the City, and reviewing planning permit applications.  The Community Development Director serves as the Zoning Administrator.  The Department also administers building permits.

Permitting Software Updates

Building and planning permitting will transition to the Clariti permitting system starting mid-October 2024. 

  • Active building permits, plan checks, and user accounts Greenvue will be migrated to Clariti.*
  • Active planning applications will be migrated to Clariti.

* For those applicants that are still in the middle of plan review or have not yet paid permit fees and pulled their permits, we encourage you to complete plan reviews, pay permit fees, and pull the permits by September 30, 2024, before the transition to Clariti.

MID-CYCLE UPDATE TO 2022 CALIFORNIA BUILDING CODE: On July 18, 2024,  the City Council adopted an ordinance to amend the Brisbane Municipal Code to amend the electric vehicle (EV) charging infrastructure requirements to align with state minimum standards which became effective on July 1, 2024, and add Energy Performance requirements for new buildings to replace existing all-electric requirements. The proposed amendments to EV standards are effective immediately; Energy Performance requirements for new buildings will be effective when approved by the California Energy Commission later this year. NEW OUTDOOR LIGHTING REGULATIONS IN EFFECT 3/1/2024: New outdoor lighting, including lamps and fixtures, that is installed on or after March 1, 2024 will have to comply with the City's new outdoor lighting ordinance. By March 1, 2025, existing lighting should be adjusted to comply with some aspects of the new regulations. All existing lighting in commercial districts will have to comply with the ordinance by March 1, 2029, and residential districts will have to comply by March 1, 2034. Check out more information on the Dark Sky Ordinance webpage.

DIVISIONS

Planning Division:  Includes planning application form and fee schedule, planning application handouts, zoning and land use maps, outline of development projects and sites in the City, the General Plan, Planning Commission, and Zoning Administrator information.

Building Division:  Includes general information on what type of work requires a permit, building permit handouts, a building permit fee estimator, and a list of building codes used by the City.
