Termination of Stage 1 Drought Response Measures

The Director of Public Works/City Engineer has made the determination that Stage 1 Drought response measures, which were triggered on July 15, 2021, are no longer required.  This is based on the Governor’s Executive Order N-5-23 issued 3/24/23 that terminated the request for a voluntary water use reduction of 15%, and on the San Francisco Public Utilities Commission’s 4/11/23 recission of their local water shortage emergency declaration and the voluntary system-wide water use reduction of 11%.

On June 5, 2023, the State of California Office of Administrative Law (OAL) approved an emergency regulatory action that continued the State Water Resource Control Board’s (SWRCB) restrictions on the use of potable water for the irrigation of non-functional turf at commercial, industrial, and institutional sites from 6/10/23 to 6/5/24.

Additionally, the SWRCB has extended the prohibition on irrigation of non-functional turf, and specified that the following seven items continue to be prohibited for all Californians until December 2023.  Violation of these prohibitions may be treated as infractions:

  • Outdoor watering that lets water run onto sidewalks and other areas (except incidental runoff)
  • Washing vehicles without an automatic shutoff nozzle
  • Washing hard surfaces like driveways or sidewalks that don’t absorb water
  • Street cleaning or construction site preparation
  • Filling decorative fountains, lakes, or ponds without a recirculation pump
  • Outdoor watering within 48 hours after at least 1/4 inch of rainfall
  • Watering decorative grass on public medians
