The applicant, Orchard Partners, has applied for a General Plan Amendment, Pre-zoning, and a Design Permit to develop a 1,319,000 square-foot warehouse within a portion of the Guadalupe Quarry site. The proposed project includes closure of the Guadalupe Quarry and reclamation and annexation of approximately 59 acres of the 146-acre site into the City’s limits to facilitate future development

The project applicant, Orchard Partners, LLC, submitted a General Plan Amendment and a Pre-Zoning application with the City in July 2021, to facilitate land use designation changes and annexation of approximately 59 acres of the approximately 146-acre existing quarry property into the City, and submitted a Design Permit application in November 2022, for the development of a warehouse facility. Mine closure approvals (including a reclamation plan amendment) and permits will also be required from the County of San Mateo and State Division of Mine Reclamation.

The General Plan Amendment, Pre-Zoning, and Design Permit applications, and any other subsequent discretionary applications that may be submitted by the applicant, are a project under the California Environmental Quality Act (CEQA) and the City has determined that an EIR is required. 

Notice of Preparation (NOP) of an Environmental Impact Report (EIR) for the Project was released to receive written comments and suggestions as to the appropriate scope of analysis in the EIR from all interested parties from June 16, 2022 to July 18, 2022.  A scoping meeting was held on June 30, 2022, at 7:00 p.m. (recording available here). All comments received on the NOP are posted below. 

A revised Notice of Preparation of an Environmental Impact Report (EIR) for the Project was released from December 15, 2022 to January 16, 2023. This NOP was recirculated to account for revisions to the project description, including the applicant's submission of a Design Permit for a 1,319,000 square-foot warehouse to accompany the existing applications for Annexation and General Plan and Zoning Text Amendments. All comments received on the revised NOP are posted below.
