Annual Benchmarking

What you need to get started:
- Contact information - name, email, building address
- Basic building information (i.e. square footage, number of floors, number of workers and computers, hours of operation, etc. See the data collection worksheet)
- Building type, including different space uses and their square footages
- Prior calendar year of water bills from the City of Brisbane (&/or any additional water suppliers)
- Energy information:
- Electricity Provider (e.g. Peninsula Clean Energy (PCE) or PG&E or Direct Access) and Electricity Rate (e.g. PCE ECOplus (default PCE tariff) or PCE ECO100, or PG&E E-Green Tariff or PG&E Default)
- If all energy meters are in your PG&E account: prior calendar year of PG&E bills or online account access to download Green Button Data;
- OR, if multiple meter accounts: proof of building ownership, and tenant authorizations if less than 3 accounts.
Check to See if Your Building is Required to Comply
- Check the Master Buildings List to see if your property must comply and to obtain your Unique Building Identifier (UBID).
- Reference the ordinance (Section15.77.030 - Applicability) or FAQ on required or excluded property.
- Request an exemption or a sixty (60) day extension.
Add Your Building in Portfolio Manager
Add Building IDs
Add the following required information to your building in Portfolio Manager under ‘Details’ > ‘Unique Identifiers’
- Custom IDs:
- Custom ID 1: “Number of Floors” (e.g. 1, 2, 3, etc)
- Custom ID 2: “Electricity Provider” (e.g. PCE or PG&E or Direct Access)
- Custom ID 3: “Electricity Rate” (e.g. PCE EcoPlus (default PCE tariff) or PCE Eco100, or PG&E E-Green Tariff, or PG&E Default)
- Standard IDs:
- Each building required to report has a Unique Building Identification (UBID). Your UBID can be found here. (e.g. 849VMHPW+PXV-9-9-9-10 is the City Hall UBID). The UBID must be an exact match, with case sensitivity. For detailed instructions on adding the UBID, please see this help document.
Enter your Building’s Energy and Water Data
Building owners must report calendar year (Jan 1 through Dec 31) whole-building energy and water data.
- Energy: Includes consumption of electricity, natural gas, solar, propane, etc.
- Use Pacific Gas & Electric’s Building Benchmarking Portal Instructions to set up automatic upload of aggregated whole-building energy data. You can use our template Owner Attestation Letter - Energy if applicable.
- Alternatively, you can manually enter or upload data if you have access to all meters for the property. If you have additional energy sources, manually upload monthly energy data provided by other parties under separate energy meters.
- For fuel that comes as a delivery (e.g. propane), please see these instructions from Energy Star on how to enter this information in your report.
- Water: Includes consumption of potable water, reclaimed water, well water, etc.
- Create a water meter under the property’s ‘Water’ tab for all types of water provided to you. Manually upload monthly consumption data for each meter month by month or in bulk. Check this guide for detailed instructions.
- Templates: (read only, download or save a copy to make your edits)
Run the Data Quality Checker
- Once all data has been entered into Portfolio Manager, run the Data Quality Checker under “Check for Possible Errors” on the Summary tab. Any red errors found must be corrected before your report is submitted.

Submit your Data Report to the City of Brisbane
Submit your energy and water report to the city through Portfolio Manager every year by May 15. Reporting link for current year (2023 calendar year data). Previous reporting links for past years are available here.
(optional) Share your Data with Brisbane’s ENERGY STAR Portfolio Manager Account
