The Energy Efficiency Retrofit Loan Program, also known as Efficiency Financing (EEF), helps eligible customers pay for energy efficiency retrofit projects with zero interest, zero penalty loans. Under the EEF program, PG&E offers two products: On-Bill Financing (OBF) and On-Bill Financing with rebates (OBF with rebates).
