NCRO-2 Downtown Brisbane Neighborhood Commercial District
OVERVIEW
- Mixed-Use Zoning District for uses that serve the community by providing goods and services, including but not limited to:
- commercial recreation and health facilities
- cultural, educational, and medical facilities
- offices, personal services, and retail sales
- restaurants and bars
- residential

- ADUs & JADUs permitted when associated with residential and in accordance with Chapter 17.43
- Nonconforming uses, including SFDs, may not be enlarged or expanded per BMC Chapter 17.38
- Short-term rentals (STRs) may be allowed only in single-family dwellings (SFD) with an STR operating permit
- Design review required for new buildings or substantial modifications to existing structures per BMC Chapter 17.42 and §17.14.110

PERFORMANCE STANDARDS
All uses in the NCRO-2 shall be conducted in accordance with the following (summarized) performance standards (refer to BMC §17.14.070 for full list):
- All routine aspects of the day-to-day operations of a business shall be conducted entirely within an enclosed structure. (Refer to BMC §17.14.070 for limited exceptions.)
- Outside storage of pallets or containers shall be screened from off-site view.
- The off-site visibility of exterior equipment such as heating and ventilation units, above-ground storage tanks, compactors and compressors, shall be screened. (The approving authority may require, as a condition of the use permit or design permit, additional screening measures.)
- The site shall be kept free of trash and debris and all receptacles for collection and recycling shall be completely screened from view at street level.
- Sound insulation, housing or baffles, etc., shall be installed in conjunction with heating, air conditioning, and ventilating equipment or other machinery when necessary.
- Odors shall not be distinctly detectable from any off-site location.
- Lighting shall be designed to avoid excessive glare as viewed from offsite locations.
NIGHT OPERATIONS
No business or other use, with the exception of residential uses, shall engage in the conduct of night operations at any location within the NCRO-2 unless a use permit for such night operations has been granted (BMC §17.14.080).
In addition to findings required for approval of a use permit are set forth in BMC §17.40.060, the Planning Commission must also find and determine that the night operations conducted by the applicant will not create noise, glare or other effects that are likely to create a sleep disturbance for the occupants of neighboring residential properties.
A use permit authorizing the conduct of night operations may contain limitations on:
- the days and hours of operation;
- restrictions on the nightly volume of vehicle trips;
- restrictions on the type of vehicles or equipment that may be operated at night;
- requirements for special devices and measures for abatement of noise and glare; and
- requirements for mitigation monitoring and periodic mandatory review.
PARKING
All uses in the NCRO-2 shall comply with the parking regulations set forth in BMC Chapter 17.34.
SIGNS
All advertising signs in the NCRO-2 shall comply with the sign regulations set forth in BMC Chapter 17.36.
