There are a variety of resources available to existing low-income homeowners in Brisbane. These resources are aimed at helping people stay in their homes and ensure that their houses are safe, healthy, and efficient.

Housing Rehabilitation and Repair Programs 

Rebuilding Together Peninsula Programs
National Rebuilding Day

Each year on the last Saturday in April, National Rebuilding Day unites the largest nationwide group of volunteers from all walks of life to rehabilitate homes and community facilities and revitalize Peninsula communities. Rebuilding Together staff and AmeriCorps members support more than 3,000 volunteers in rehabilitating approximately 40 homes and 20 community centers.

Safe At Home Minor Repair Program

Rebuilding Together Peninsula's (RTP's) Safe at Home minor home repair programs provide free home repair and modifications to senior, disabled, and low-income homeowners in San Mateo County. Skilled technicians focus on repairs that improve the safety and health of the resident and their home and may include basic plumbing and electrical, door and window repair, floor repair, debris removal, and more. The City may be able to provide matching funds, if needed, for your Rebuilding Together Project- contact the City Manager's Office at (415) 508-2100 for more information!

The Center of Independence for Individuals with Disabilities (CIID) Program
Housing Accessibility Modifications (HAM) Program

Housing accessibility modifications are a major concern for people with disabilities in San Mateo County. Through the free Housing Accessibility Modifications (HAM) program, the Center of Independence for Individuals with Disabilities (CID) installs ramps, handrails, grab bars, vertical lifts and other modifications to make homes accessible. These modifications assist people with disabilities to remain at home or move back into their home with greater independence and not be forced into skilled nursing or other institutional care.

Bay Area Regional Energy Network (BayREN)

The Bay Area Regional Energy Network (BayREN) is a coalition of local governments in the Bay Area partnering to promote resource efficiency, focusing on energy, water and greenhouse gas reduction. BayREN offers rebates for energy efficiency improvements and free technical support with a home energy advisor to both single-family and multi-family property owners.

San Mateo County Department of Housing (DOH) Housing repair and rehabilitation Programs

The DOH funds and collaborates with non-profit organizations that provide minor home repair services throughout San Mateo County. While the County’s Housing Repair and Home Rehabilitation Loan Program is not currently accepting applications, their program webpage maintains a list of agencies and contact information that may be able to assist with mionor home repairs.

Foreclosure Assistance 

If you are facing the possibility of foreclosure and would like information about your options, the County Assessor maintains a Foreclosure Information and Referal Resources webpage which may provide some answers.

Homeowner's Exemption 

San Mateo County residents may request a Homeowner Exemption Claim Form from the County Assessor, which may reduce your property tax bill. 

First Time Homebuyer Resources 

The City would like to highlight the following assistance opportunities for first-time homebuyers who are low-, moderate-, and middle-income. See more information about the organizations below and learn about your eligibility.

Habitat for Humanity Greater San Francisco

Habitat for Humanity builds decent, affordable homes for families in need. Homeowners invest hundreds of hours of their own labor - sweat equity - into building their Habitat house. The lender provides a mortgage which keeps the calculated housing costs below 30% of gross income. If the homeowner cannot afford to pay the full price of the home, Habitat will help secure Down Payment Assistance and provide subsidy financing.

The Bay Area Affordable Homeownership Alliance (BAAHA) is a nonprofit organization that aims to support, preserve, and expand affordable homeownership in communities throughout the Bay Area through homebuyer education and financial planning seminars.

San Mateo County and City of Brisbane First Time Homebuyer Programs

The San Mateo County Department of Housing  manages a variety of affordable housing programs and provides information and assistance to individuals and families seeking affordable housing throughout San Mateo County. In addition to a list that contains information on several First-time Homebuyer Programs, they created a document about the Opening Doors in our Community down payment assistance program by HEART of San Mateo County in partnership with Meriwest Mortgage, and two documents on the San Mateo County Reissued Mortgage Credit Certificate (RMCC) Program.

Housing Endowment & Regional Trust (HEART) of San Mateo County

HEART is a community loan fund that provides down payment assistance loans to first-time homebuyers in San Mateo County to help reduce the cost of housing.

California Housing Finance Agency (CalHFA)

CalHFA has first and junior loan options for low- to moderate-income families, including low to zero interest rate down payment assistance.  Loans are available based on established eligibility criteria such as household income limits, sales price limits, and others.

  • An affordable type of home to construct in California because they do not require paying for land, major new infrastructure, structured parking, or elevators.
  • Provide a source of income for homeowners.
  • Allow extended families to be near one another while maintaining privacy.
  • Are living space well suited for couples, small families, friends, young people, and seniors.
  • Give homeowners the flexibility to share independent living areas with family members and others, allowing seniors to age in place as they require more care.

HIPHousing - Homesharing Program is a home sharing program which helps match individuals seeking housing with people who have a room to rent. Contact HIPHousing.

Short-Term Rentals 

STRA short term residential rental (STR) is defined as the rental of a room or rooms within single-family dwellings by the homeowner for less than 30 consecutive days. Rentals of residential homes for 30 consecutive days or longer are not subject to City STR permitting requirements. 

STRs hosted by single-family homeowners are allowed in Brisbane, subject to City approval of an STR permit and compliance with a number of operational standards, including but not limited to:

  • homeowner occupancy requirements and quarterly payment of transient occupancy taxes (TOT).

Below Market Rate Ownership 

A Below-Market-Rate (BMR) home is a home that is priced to be affordable to households that are low to moderate income. Usually, the BMR price is lower than the prices of similar homes that are being sold on the open market. BMR owners must occupy the home as their primary residence and cannot rent the home without City approval.

Affordable Housing Notifications

Sign-up to receive email notifications (select "New Affordable Housing Opportunities in Brisbane") when affordable housing opportunities may become available in Brisbane. This is a notification list only and NOT a waitlist, and residential development projects within the City may or may not include affordable units.

You will be notified about opportunities to apply for below market rate/affordable housing units for rent and/or for sale within new developments currently under construction, recently completed projects, or other affordable housing units. You will also be notified when the developer begins marketing the affordable units and accepting applications. Application must be submitted directly to the property management company of the property you are interested in as the City does not accept such applications.
