Landlords are persons or entities who own rental units, typically apartments or houses. Landlords are essential components of Brisbane's housing infrastructure, providing over 700 rental units to our residents. The resources on this page can assist with:

Brisbane Code Enforcement:

If you want to file a code complaint involving private property, please complete this Code Violation Complaint Form. You will be asked for the following:

  • Address of violation
  • Description of concern
  • Reporting Party name and contact information

If you have complaint regarding work being done on City-owned property, please contact the Public Works Department at (415) 508-2130. You may also submit maintenance requests via My Brisbane.

For after-hours complaints, such as night-time noise, call the 24/7 Non-Emergency Police Dispatch Line at (415) 467-1212.

Rental Properties with 4 or more Units:

For complaints at rental properties with 4 or more units, please contact San Mateo County Health Services at (650) 599-1112 or use their online complaint form.

Experiencing Discrimination 

Fair Housing discrimination:

If you suspect discrimination in the rental of a dwelling unit because of race, color, national origin, religion, sex, familial status (families with children under the age of 18) or disability, write down the following information, if available, and contact the Office of Fair Housing and Equal Opportunity (FHEO):

  • Name of the manager or agent;
  • Address, including apartment number;
  • Personal information requested of you and information you volunteered;
  • Requirements for occupancy;
  • Availability of unit and how you found the unit;
  • Dates and times of important events

Rent Stabilization & Just Cause Protection (AB 1482) 

Effective January 1, 2020, California State Assembly Bill 1482 (AB 1482) provides protections for tenants from unfair evictions and imposes limits on rent increases. AB 1482 prohibits evictions and non-renewals of leases, except in cases where the landlord has a “Just Cause”. The California Legislative Information has more information on AB 1482.
