All development within the SCRO-1 District shall comply with the requirements of the HCP, including site activity review, environmental assessments, and operating programs for planned management units, consistent with the objectives and obligations set forth in the HCP.

Development standards for emergency shelters are the same as for residential development, except density of development, and may be exempt from the requirement of a design permit and use permit per §17.16.040.L.

Landscaping shall be installed according to details plans and plant shall be drought resistant and non-invasive.

PERFORMANCE STANDARDS 

All uses in the SCRO-1 shall be conducted in accordance with the following (summarized) performance standards (refer to BMC §17.16.050 for full list):

  1. All routine aspects of the day-to-day operations of a business shall be conducted entirely within an enclosed structure. (Refer to BMC §17.16.050 for limited exceptions.)
  2. The site shall be kept free of trash and debris and all receptacles for collection and recycling shall be completely screened from view at street level.
  3. Sound insulation, housing or baffles, etc., shall be installed in conjunction with heating, air conditioning, and ventilating equipment or other machinery when necessary.
  4. Odors shall not be distinctly detectable from any off-site location.
  5. Lighting shall be designed to avoid excessive glare as viewed from offsite locations.
  6. Site development shall minimize disturbance of existing natural slopes to the extent feasible, maintain public view corridors of the San Francisco Bay and San Bruno Mountain, minimize rooftop glare, and screen exterior mechanical equipment.

NIGHT OPERATIONS

No business or other use, with the exception of residential uses, shall engage in the conduct of night operations at any location within the SCRO-1 unless a use permit for such night operations has been granted (BMC §17.16.070).

In addition to findings required for approval of a use permit are set forth in BMC §17.40.060, the Planning Commission must also find and determine that the night operations conducted by the applicant will not create noise, glare or other effects that are likely to create a sleep disturbance for the occupants of neighboring residential properties.

A use permit authorizing the conduct of night operations may contain limitations on:

  • the days and hours of operation;
  • restrictions on the nightly volume of vehicle trips;
  • restrictions on the type of vehicles or equipment that may be operated at night;
  • requirements for special devices and measures for abatement of noise and glare; and
  • requirements for mitigation monitoring and periodic mandatory review.

PARKING

All uses in the SCRO-1 shall comply with the parking regulations set forth in BMC Chapter 17.34. See §17.34.020.B.1. regarding garage and carport exclusions from the calculation of floor area for parking requirements.

DUPLEX OR MULTIPLE FAMILY DWELLINGS:

Studio:

1 off-street space (uncovered or covered) per unit

1-Bedroom units:

1.5 spaces (1 of which shall be covered) per unit; only 1 (covered) space required for units not over 900 sf.

2-Bedroom units:

1.5 spaces (1 of which shall be covered) per unit.

3-Bedroom units:

2 spaces (1 of which shall be covered) per unit, plus 1 (uncovered or covered) space for units over 2,700 sf.
Guest Parking: 1 space for every 5 units

SINGLE-FAMILY DWELLINGS AND GROUP CARE HOMES:

Studio or 1-bedroom SFDs 900 sf or less:

1 off-street space (uncovered or covered)
All other SFDs 1,800 sf or less: 1 off-street space plus 1 covered space (2 total)
SFDs exceeding 1,800 sf on lots with less than 37.5 ft street frontage: 2 off-street spaces plus 1 covered space (3 total)
SFDs exceeding 1,800 sf on lots with 37.5 ft street frontage or greater: 2 on-street or off-street spaces plus 2 covered spaces (4 total)
ALL OTHER USES IN THE SCRO-1 SHALL COMPLY WITH THE PARKING REGULATIONS SET FORTH IN BMC CHAPTER  17.34.
